Project Scope- duties of position

New York State Department of Health – Electronic Health Record Integration with PMP

I-STOP legislation requires the New York State Department of Health (NYSDOH) to establish an online, real-time controlled substance registry to track the prescription and dispensing of controlled substances. The law requires dispensers to report data in real time as well as requiring prescribers to view the information before prescribing. NYSDOH is required to make the registry integrated with electronic prescribing and electronic medical records. This position will fulfill grant obligations to document integration with electronic medical records (“EMR”), inclusive of user reference manuals, system documentation and technical grant documentation and reports.

Daily Tasks will include but are not limited to the following:
Creation of new end-user manuals.
Maintenance of existing documentation.
Development of Frequently Asked Questions text.
Collaborate with programmers to fully document the system design and dependencies.
Work closely with the EHR Tester to track continuous progress (from initial assignment through closure) of software change management requests and update manuals as programming changes.
Publish all finished product documentation files (both PDF and Word files) to internal Sharepoint site.
Make recommendations and provide guidance to help strengthen the quality, accuracy, and ease of use of written materials.
Analyze process flow and translate processes into diagrams and charts.
Author grant report updates and final report.

Senior Level
You must be a Senior Technical Writer with documented employment experience of 5-7 years (60-84 months).

– You must be able to translates technical information into clear, readable documents to be used by technical and non-technical personnel. Develop and/or maintain the following types of documentation: system documentation; user manuals; installation guides; computer operations and program maintenance manuals; plans for training, testing, quality assurance, and contingency operations; and backup, recovery and restart procedures; technical writing for proposals, presentations, standard operating procedures (SOP), policies and procedures as well as reports. Edits functional descriptions, system specifications, user manuals, special reports, or any other customer deliverables and documents.

– You must be able to work without assistance and can provide leadership for others; may have advanced education.

PART B: Requested Desirable Qualifications: The numbered qualifications below are not mandatory, but candidates should meet or exceed in duration and skill set target asked for, at least 4 of numbers 1 through 7.
72 months of software end user documentation creation experience, including user manuals and in application help.
72 months experience in word processing, desktop publishing and graphics.
60 months experience with Visio diagramming software.
60 months experience documenting of the software development process.
Bachelor’s degree in Computer Science, Technical Communications, Journalism, English, or related field from an accredited institution.
36 months experience identifying and documenting single sign-on processes.
36 months of experience in supporting public sector government IT projects.
