Computer Aid, Inc. is looking for an Expert Level Oracle Developer with 7+ years of experience!   Duration 24 months.
This position comes to us from our NY State contract for Hourly Based Information Technology Services and is located in Albany, NY.  Albany is in the beautiful upstate region of NY, which is only a few hours from Boston, New York City, Montreal, and the spectacular mountains of the Adirondacks.

OMH Consolidated Fiscal Reporting System (CFRS)

OMH Consolidated Fiscal Reporting Management System (CFRMS)

OMH Interagency Master File (IAMF)


CFRS – Stand alone Visual Basic fiscal reporting application that local providers, who are associated with OMH, OPWDD, OASAS and/or SED, download from OMH and use to complete their fiscal reports, which they upload to OMH. OMH distributes these fiscal reports to the other 3 state agencies.

CFRMS – N-tier web based application that allows OMH financial officers to review and audit the hundreds of fiscal reports submitted each year (via the CFR application named above) by OMH affiliated providers

IAMF – N-tier web based application, used for maintaining the master list of all providers who use CFRS. The providers are affiliated with 4 state agencies (OMH, OPWDD, OASAS, SED) and there can be overlap in which state agencies a provider is affiliated with.


Daily Tasks will include but are not limited to the following:


  • Prepare database scripts for the purpose of creating new Oracle tables, modifying the structure of existing tables, creating indexes, constraints, triggers, views, etc., code stored procedures and packages that perform various activities in the database, convert and migrate data to and from Oracle to and from various other formats. This includes the use of a database access tool, preferably Toad.
  • Use Visual Basic 6.0, MS Access, and InstallShield to maintain and enhance the CFRS application; additionally, use HTML and ASP to maintain and enhance the upload and extract processes.
  • For CFRMS and IAMF, use Microsoft Studio 2010 and write code using VB.Net, C#.NET, ASP.Net, HTML, XML, HTTP/HTTPS, IIS, JavaScript, Ajax, Windows Services, Cascading Style Sheets.
  • Use various versions of Crystal Reports (from 8.5 to 13) to create new and enhance existing reports.
  • Provide proper detailed instructions for and work with the server group to migrate new versions of these applications to 3 platforms – Development, QA and Production, including the use of HP Service Center for preparing the change requests and following the standard rules and protocol for these migrations.
  • Assist 1st and 2nd level support staff, as well as users directly, with trouble ticket issues for these applications, as well as do data comparison, bulk loads and data extracts as requested by users or stakeholders.
  • Participate in JAD sessions with stakeholders of the CFRS system and serve as the business analyst for their desired enhancements and additions to CFRS.
  • Monitor application performance including disk space usage, and perform maintenance activities including archiving and purging data files.




Expert Level

You must be an Expert Oracle Developer with documented employment experience of 7+ years (84+ months).


–  You must have experience with analysis, design, coding, component and assembly testing of all application code owned by the Application Team.  Maintenance (including production support), enhancement and development work.  Write application software, data analysis, data access, data structures, data manipulation, databases, design, programming, testing and implementation, technical and user documentation, and software conversions.



PART B:   Requested Desirable  Qualifications:  The numbered qualifications below are not mandatory, but candidates should meet or exceed in duration and skill set target asked for, at least 5 of numbers 1 through 10.

  1. 84 months Demonstrated experience with Oracle: PL SQL coding, stored procedures, packages, indexes, triggers, creating tables, etc., plus a tool to write and test SQL code and manipulate data (such as Toad).
  2. 84 months Demonstrated experience programming multi-tier web based applications in VB .NET.
  3. 84 months Demonstrated experience using Microsoft Visual Studio.
  4. 84 months Demonstrated experience developing web services using Windows Communication Foundation (WCF).
  5. 84 months Designing Crystal Reports and invoking them from either VB or .Net applications.
  6. 84 months Demonstrated experience with Ajax/Java Script/Cascading Style Sheets/HTML/XML.
  7. 60 months Demonstrated experience programming applications in VB 6.0.
  8. 48 months Demonstrated experience programming multi-tier web based applications in NET C#.
  9. 30 months Demonstrated experience with Team Foundation Server, using source code management, including branching, plus work items functionality.
  10. Bachelor’s Degree
