Computer Aid, Inc. is looking for an Expert Level Developer SAS, PL/SQL with 7+ years of experience!   Duration 24 months.
This position comes to us from our NY State contract for Hourly Based Information Technology Services and is located in Albany, NY.  Albany is in the beautiful upstate region of NY, which is only a few hours from Boston, New York City, Montreal, and the spectacular mountains of the Adirondacks.

Position Requirements/Technical Skills:



Project Scope- duties of position




Support Psychiatric Services Clinical Knowledge Enhancement System (PSYCKES) application using SAS, PL/SQL and various other programming tools.


Daily Tasks will include but are not limited to the following:


  • Maintain and enhance the existing PSYCKES applications.
  • Review business requirement documents developed by the Implementation/Data Analysis teams. Refine requirements and understanding of them through participation in User Story meetings and Joint Application Design sessions (JAD). Design screen mock-ups when needed and obtain Business Partner buy-in.
  • Design logic model to implement assigned requirements in PSYCKES applications, particularly our clinical decision support engine. Code this logic in appropriate packages and scripts, and fully comment solutions in code and assorted Team tracking documents, using VB.Net, ASP.Net, Web Services and testing modules and components.
  • Write complex stored procedures/triggers for Oracle databases in PL/SQL using TOAD.
  • Test code locally and check-in to appropriate environments for deployment. Review issues reported during quality assurance testing on DEV/QA platforms, fix and re-deploy/test appropriately.
  • Participate in daily SCRUM meeting and support the AGILE methodology used by OMH for our system development life cycle.
  • Optimize the display of large Medicaid datasets and OMH inpatient facilities data and perform stress/load testing.
  • Develop localization enhancements when required (multilingual screens/voice-overs).
  • Facilitate knowledge transfer between Technical Staff and Implementation Staff–including writing release notes and assisting them in problem ticket resolution.





Expert Level 

You must be an Expert Developer SAS, PL/SQL with documented employment experience of 7+ years (84+ months).


–  You must have experience in the usage and support of a collection of development platforms, technical architectures, or business applications and products that run on those platforms, beyond that of a Programmer.

The Authorized User may seek Specialists in the following areas (list is not exhaustive):  Backup and Recovery, Security.



PART B:   Requested Desirable  Qualifications:  The numbered qualifications below are not mandatory, but candidates should meet or exceed in duration and skill set target asked for, at least 4 of numbers 1 through 8.

  1. 84 Months Demonstrated work experience with Microsoft .Net application development software using Visual Studio and coding in Visual Basic.Net.
  2. 84 Months Demonstrated work experience using PL/SQL and SQL to develop Oracle packages, triggers, stored procedures, functions, scripts and cursors.
  3. 60 Months Demonstrated work experience using Infragistics and Dundas 3rd party UI controls.
  4. 60 Months Demonstrated work experience with data trending and Client Side scripting using JQuery and JQuery UI.
  5. 36 Months Demonstrated work experience interpreting and analyzing complex business requirements and building the logic within an application’s code to meet those requirements.
  6. 36 Months Demonstrated work experience with Health Care data such as Medicaid, Pharmacy, and HIPPA Protected Health Information (PHI).
  7. 24 Months Demonstrated work experience using the AGILE framework with SCRUM methodology.
  8. BA/BS Degree from an accredited institution. A copy of the degree(s) must be submitted with the Candidate Response Form
