Computer Aid, Inc. is looking for a Senior Level Business Analyst with 5-7 years of experience!   Duration 24 months.
This position comes to us from our NY State contract for Hourly Based Information Technology Services and is located in Albany, NY.  Albany is in the beautiful upstate region of NY, which is only a few hours from Boston, New York City, Montreal, and the spectacular mountains of the Adirondacks.

Project Scope- duties of position




The New York State Department of Health (NYSDOH) Division of Epidemiology’s Statistical Unit is charged to maintain and enhance the statewide Electronic Clinical Laboratory Reporting System (ECLRS), the Communicable Disease Electronic Surveillance System (CDESS) and the Electronic Syndromic Surveillance System (ESSS). These are mission critical electronic systems to effectively monitor and respond to over 75 reportable diseases and to other public health emergencies and inform statewide policy decisions.

The business analyst will be responsible for preparing business rules for the program specific modules to be added to CDESS, ECLRS, and ESSS; preparing testing scenarios and providing documentation of user guides. Other activities may include assistance to laboratory, hospital and LHD staffs on the use of ECLRS, CDESS, and ESSS.


Daily Tasks will include but are not limited to the following:

  • Perform gap analysis using PLSQL and provide documentation of business rules for ECLRS, Clinical Data Management System (CDMS) and CDESS modules.
  • Prepare HTML mock up screens and process flows for ECLRS and CDESS modules.
  • Provide assistance to labs with the use of LOINC and SNOMED coding schemes for reporting practices.
  • Provide hands-on support for ECLRS and CDMS.
  • Manage weekly data transfers from CDMS to Immunization Registry.
  • Prepare user guides, data mapping and data migration rules for ECLLRS/CDESS modules.
  • Prepare use cases, test plans and perform system testing.
  • Prepare briefings and other documents as required in the normal course of the project.



Senior Level

You must be a Senior Business Analyst with documented employment experience of 5-7 years (60-84 months).


–  You must have experience managing small to medium-scale business analysis work or projects with distinct deliverables to a solution.


–  You must be able to work without assistance and can provide leadership for others; may have advanced education.



PART B:   Requested Desirable  Qualifications:  The numbered qualifications below are not mandatory, but candidates should meet or exceed in duration and skill set target asked for, at least 4 of numbers 1 through 8.

  1. 60+ months experience facilitating user requirement gathering sessions and documenting.
  2. 60+ months experience in the development of HTML mock up screens.
  3. 60+ months experience in developing process flow.
  4. 60+ months experience providing assistance to system users by identifying, analyzing and resolving the problems reported by system users.
  5. 60+ months experience in the development and execution of project testing plans.
  6. 60+ months experience using SQL (eg. PL/SQL or MSSQL).
  7. 12+ months experience with national standards such as HL7, LOINC/SNOMED coding schemes.
  8. 12+ months data migration and data mapping.
